Leslie Scales

Leslie Scales, Regional Director
Leslie joined the Massachusetts Small Business Development Center as Regional Director of the Northeast Regional Office in Salem in 2016.
Prior to joining the MSBDC, Leslie served as director, facilitator and professional coach at Leadership Dynamics, Inc., a firm specializing in personal and organizational leadership training and development. She is also the former president and co-founder of The International Leadership Institute for Women, specializing in helping women become the best versions of themselves.
Leslie has been in the organizational and personal development business for seventeen years. She graduated from Babson College with a degree in Entrepreneurial Studies, specializing in Marketing and Management. She is a frequent speaker to audiences delivering dynamic addresses on the topics of Women’s Leadership, Personal Development and Goal Setting. Leslie is the co-author of the book, Seven Steps to a Life of Significance.

James Burke

Attorney Burke grew up in Arlington, Massachusetts along with one brother and three sisters, graduating from St. Agnes Grammar School, Arlington Catholic High School, Merrimack College (BA), Fitchburg State College, (M.Ed.) and Suffolk University Law School, (JD).
He is a first generation college graduate—the second in his family to receive a bachelor's degree and a master's degree, and the first in his family to receive a doctoral degree.
Upon graduation from college, Attorney Burke taught science in Dracut, Massachusetts at both the high school and junior high school levels.
He attended graduate school and law school during evenings while teaching.
Attorney Burke has been practicing law in Peabody, Massachusetts since 1984, concentrating in real estate representing buyers, sellers and lenders in residential and commercial transactions. Additionally he represents many corporations and other business entities from start-ups to business entities with many employees. Estate planning and probate work round out his practice.
Never too old to learn new things and take on new adventures, Jim decided in 2003 to purchase his first Harley at the young age of 53.
He had to take lessons on how to ride a motorcycle between the time he ordered his motorcycle and when it was delivered. He and his wife of over 30 years, Nancy, are avid Harley riders, having taken many round trips including Key West, the Pacific Ocean, Sturgis, Milwaukee, Tennessee, Montreal and about 40 of the 50 states. While in Hawaii they rented a Harley and toured the big island.
Jim resides in Tyngsboro, Massachusetts along with Nancy and their basset hound, Gus. His greatest pleasures include spending time with his son Josh, daughter-in-law Melissa and his three grandchildren, Hallie, Bayla and Tucker. He also enjoys woodworking and riding his Harley.

Herb Harris

Herb Harris, E. A., has owned the North Shore office of Padgett Business Services since 1990. He previously had a 17 year career as a commercial bank officer assisting individuals and small businesses with all aspects of their finances—investments, financing, business management. He now gives the owners of small businesses on the North Shore peace of mind by giving them sound business and tax advice each month and ensuring that all tax filings are done in a timely manner. Herb’s Peabody office is one of over 400 Padgett offices throughout the US and Canada.
Enrolled Agent (E.A.) is a designation awarded by the Internal Revenue Service recognizing his expertise in tax matters. To retain this designation, Herb attends several tax-related seminars and webinars throughout the year to keep him updated with the ever-changing tax laws and interpretations so he may better assist his clients.
He is a Past President of the Peabody Chamber of Commerce, Peabody Rotary Club, North Shore Business Forum and the South Essex Unit of the American Cancer Society. His many activities assisting the community earned him the coveted Harry Ankeles Community Service award from the Peabody Chamber of Commerce in 2002. Herb was equally involved in the Padgett community, having served as one of ten Padgett Advisory Board members. He is a member of the National Association of Enrolled Agents, National Association of Tax Professional and their state affiliates. Herb has presented seminars at the Enterprise Center in the past and has participated in the ”Ask The Export” program.

Jacqui Richard

Born and raised in Peabody, MA, Jacqui Richard obtained her insurance license in 2015, and has been exposed to the industry her whole life through father and boss, Phil. A graduate of Umass Amherst with a Bachelor’s Degree in Science and Concentration in sustainable design, she works to grow their family-run agency through long term relationships with clients and an emphasis on community outreach. Jacqui is a member of local organizations such as the Peabody Area Chamber of Commerce, Beverly Chamber of Commerce, Tough Warrior Princess, and is Co-Founder of The NextGen Network. Always looking to expand and help others grow, Phil Richard Insurance strives to be a resource for you, your business and your life.

Charles Smith

Charles M. Smith is the Senior Vice President – SBA Program Manager at Eastern Bank. In this capacity since January of 2011, Charles manages the SBA program for the largest SBA lender in New England. His duties include providing seminars for entrepreneurs, providing information about access to capital to small businesses and overseeing a portfolio of SBA backed small business loans. Prior joining Eastern Bank, Charles worked with the Boston District Office of the Small Business Administration as a Lender Relations Specialist. Charles graduated from Texas Tech with a JD/MBA in 2005. He also holds a B.S. in Agricultural Economics from Prairie View A & M University in 2001.
